I do like the idea of achievements and xp for interacting with the community (leaving comments, likes, etc)! I'm pretty sure the nanowrimo site does something similar with a point system where you can buy like badges or something the longer you keep up your streak.

The streak freeze idea is interesting! I guess my worry is it encouraging slacking. I think the late submit being an item you have to buy would create some more incentive to submit.

It would be interesting to see how the leagues idea could work in tandem with the xp system.

I also think it would be better if the xp thing worked globally? But I mean I guess it depends. It's difficult to imagine how this would work in Streak's current format.
