Transport Manager is a puzzle/management game played on the PC, in which the player plays as the sole controller of a city's transport systems. Initially these cities are very small, though over time they grow bigger, and the player has more to manage.

The first mechanic introduced to the player is the manual control of traffic lights. The player can click and drag from certain lanes to others to control these. The player may also set different 'templates' which they can toggle between, to allow more than one lane at a time. Over time the player may automate these with initial setup and an ongoing cost.

The second mechanic is the control of level crossings and railroad switches/tracks, which can similarly be automated after some time.

As the game progresses and cities get larger the player will not micromanage these as much, due to access to more money, and they will instead manage rail, bus, monorail services - that is what routes exist.
